I'd argue voyager has the "best" individual episodes. It's just the show around those episodes sucks.
Though all of the "best" episodes of each series are basically interchangeable for "best episode ever"

That's most people. I tried, but it felt like it recycled all the worst elements of previous series. After DS9, I just couldn't handle the crap that was ENT.
DS9 featured a rich story encompassing the politics of the alpha quadrant, as well as memorable, fun characters.
ENT featured the crew of TOS with different accents dealing with a lackluster time travel plot. Admittedly, ENT does have the best space waifu.
