Yes, but only for roughly the first and last half-dozen episodes of each season. The stuff in between is usually made up of contrived filler that kills the momentum of the story.
If the show had 12 episodes a season instead of 24 then it could easily have been one of the most tense and exciting TV thrillers ever instead of the frustrating semi-masterpiece that it is.
