Honestly pretty bad, way too goofy and too many awful nonsense scenes (like the pretend-tense scene when he's trying to get out from the suspects house and the movie is pretending he's in danger, that was fucking stupid). Weird goofy upbeat circus music in some scenes (like when Russo is agreeing to help Gyllenhaal), dumb comic relief with Downey.
It's not terrible, but far from a good movie, while memories of murder is fucking great.

But it's not? It's obvious that the guy isn't a real serial killer since the movie is halfway done and tonally it's nowhere near a "serial killer gonna get you" movie.
Even so, the scene is completly pointless, even if it did succeed with what it set out to do, it was literally just wasting a few minutes of the runtime for making a "tense" scene in a movie that otherwise didn't need it one bit.
