Why do people act like all the Starks are finished? Surely Ned had some cousins or distant relatives to continue on the Stark name.

Jon Snow if legitimized, Bran is the de-facto heir right now, and is still alive, Rickon after him, Sansa and Arya if they go matrilineal, dornish style (the Mormonts do so), the Karstarks are direct relatives of the Starks, Benjen is Alive-ish...

Plus, in the books Robb's wife is alive and has a son, if I remember correctly.

It is mentioned that a certain Skagos rebellion against Starks took place decades ago ASOIAF events, which resulted in large number of Stark deaths.
Ned's father was probably one of the few survivors, but then he had 3 sons and a daughter so the Stark line was secured again, until events of the books begun.
I'm not sure if Rickard Stark lost a bunch of brothers and uncles versus the Skagosi, or if it was the generation before that lost most of the living Stark males.

furthermore, the Lannister line is split between Lannisters of Casterly Rock and those of Lannisport.
some houses grow (Frey with 100 offspring at age over 90) and some families decline in size (House Arryn, House Baratheon). Like in real life, some last names vanish and others become more numerous.

sometimes old dynasties die out, and sometimes new cadet branches spread out and sometimes new dynasties are born out of conquest (Tully, Baratheon, Tyrell) or otherwise raised to nobility (Bronn of Blackwater, greatgrandpa Clegane who was a kennel-master)

in books Tyrells are big dynasty and Loras is like 3rd son of Mace, but in show he is represented as only son and heir.
in books Lannisters have even more cousins, aunts, uncles and distant relatives.

For Instance: King James inherited from Queen Elizabeth because Elizabeth's grandfather, Henry VII, was James' great-grandfather and the rest of Henry VII's line had gone extinct. Would he still have inherited if Henry VII were his great-great-grandfather or even his great-great-great grandfather?

No they don't. Jeor ruled it first, but when he joined the Nigth's Watch, Jorah, his son, became lord. When Jorah was exiled, his aunt Maege, the sister of Jeor, became the new ruler. Maege died in the Red Wedding along with her oldest daughter Dacey, and because she has only daughters, the oldest surviving daughter is now ruling Bear island. If Maege had a living son, he would be the new lord even if he had older sisters.

In the show continuity maybe. She's definitely alive in the novel series but hasn't been heard from since Robb sent her off on some assignment I can't remember shit about.

Depends on the opinions and ambitions of the lower lords. In real terms succession isn't determined by laws or the decrees of the (former) King. For example upon the death of Edward the Confessor his rightful heir was his distant cousin Edgar the Ætheling, but the throne ended the king ended up being his brother-in-law, and the most powerful of the Saxon lords, Harold Godwinson.

Another is the origins of the 100 Years War when the lords of France, disturbed at the thought of being ruled over by the late king's closest male relative, the King of England, they decided instead to put into power a fairly distant (and French) cousin as King.
