The biggest reason is because he doesn't actually proclaim to everyone that he's a kinslayer. He even sent an assassin to do the job to have plausible deniability. Sure everyone suspects it because of him arriving just after Balon got killed, but since he's got all kinds of magic shit going on he might have just foretold Balon's death.
