Because there's no controversy, it's an inarguably decent television series.
The only things that get a lot of attention on /tv/ are controversial, like redditors creating GoT generals because they think it still triggers people or pretending to ironically or unironically enjoy bad things.
Most of this board is composed of redditors nowadays, and they probably fall asleep if they watch things like Peaky Blinders without multitasking with it playing in the background or a different window.
