Black Mask is quite good for main villain role but i think there should be other villain cameos also like Bruce Wayne visiting Arkham and seeing either Riddler (with written walls with question marks), Poison Ivy (trying to seduce him), or Penguin (trying to bribe him like - "Bruce i'll pay you any amount just let me out of here" or just plain arrogance).
Considering this, i'd also propose Hush as main villain because he has past with Bruce and it would be perfect cliffhanger till the end who really Hush is.

Hush storyline is too dark and intense, not too much of "fun".
The villain should be the riddler and it should really focus on batmans detective skills and be a psychological thriller mystery.
The ending should be a twist that makes the audience go WHAT THE FUCKKKKKKKKKK.
