And how do you figure that's true? You're assuming too much without knowing any details, all we know is that Tywin was aware their last mine dried up and that Tywin is a capable leader. It's also easy to assume he's made other investments and found a way to create revenue from other sources, which was probably already the case but perhaps he expanded on those.
Kings Landing generates money as well, how much we don't know but when typically there are taxes involved with lords and their lands.
Again you're assuming this and that without knowing anything. They have a vast amount of wealth and their last mine dried up. Just because their mines dry up doesn't mean they go broke immediately or within a few years. Kings Landing owes the debt, the House Baratheon, not the Lannisters.

The point is that the Lannisters are 100% invested in throne debt. Littlefinger spent 15 years borrowing money from the Lannisters to pay for King Robert's shenanigans. He knowingly had the richest house become fully invested in the throne, and then set about with bringing them down. When the Lannisters lose control of the throne in a coup, all that debt will likely be ignored.
He knew Robert's heirs were bastards borne of incest, he knew a rebellion was brewing, and he knew winter was coming. He set the pieces in motion so that when shit hit the fan everyone else would get fucked, while he could climb that chaos ladder.
So while the North, Riverlands, Westerlands, and Stormlands all blasted through resources fighting each other in the war Littlefinger instigated, he was hoarding resources and keeping the Vale neutral. Now he's finally shown taking military action against the throne, since at this point the Lannister army is otherwise occupied, Dorne is rebelling, Euron is invading, Faegon is invading, and the Reach is done helping the throne. Not to mention that Cersei is quickly ensuring that the Lannisters lose everything. Everything Tywin bought and built will figuratively and literally (tower of the hand) be burned down by Cersei.
