Go watch the episode again because you're obviously remembering shit wrong. For one thing, that wasn't de-evolution (the past), it was hyper-evolution (the future).
For another thing, that was the planet that Paris chose to go to and easily arrived at with perfect accuracy, because once you achieve transwarp, you can choose to go anywhere in the universe without any trouble, including Earth.
If they don't want to risk sending the entire ship to Earth, they could still send a shuttle to Earth and say "Hey, we're still alive out here, now get to work on perfecting this transwarp technology for us", and then cure the pilot when they transwarp back.

Deep Space Nine kept track of that shit. They only had three Runabouts at a time, they always kept track of WHICH three Runabouts, and once a Runabout was gone, it was gone forever, and they had to order a replacement.
As for Voyager, if they explicitly say on-screen that something cannot be done, then they are cheating the audience if they find a way to do it off-screen (and never mention that they found a way). It does stretch the imagination too much that they replenished torpedoes off-screen after they told us on-screen that it was impossible.

That's exactly the problem with Voyager. They arrive in the Delta Quadrant with a limited supply of photon torpedoes and dilithium etc, and though we occasionally see an episode where they get more dilithium, it's never a constant threat like it is in Battlestar Galactica or Enterprise s3 or for the Equinox or during Year of Hell. Voyager should bear battle scars and struggle constantly with the decision of whether to use photon torpedoes in battle and whether to steal dilithium from passing ships etc, but they don't.
This is why one of my favourite episodes is the season 1 episode where Tuvok gets the planet-hopping technology from the alien black market despite Janeway's objections. If only their relationship had changed or grown because of it.
