That isn't what soundtrack dissonance is. Just because a film uses a song in a way you haven't thought of, doesn't mean the music is ill fitting. There is no contrast between the music and what's happening in that scene - they compliment one another. Yes, there is violence, but it is weightless and being dealt with in a lighthearted tone, which involves a superhero running around like in a playground. The folksy calm of the song reflects Quicksilver's demeanor, as he has all the time in the world to play with his surroundings.

I'd argue that all of his scenes pretty much encapsulate who he is as a character by virtue of showing how he uses his power in ways that are focused more on toying around with his environment and having fun with the power he was granted, like reality was his personal Rube Goldberg machine. It's not a lot of depth, I'll admit, but that a character's personality is conveyed through the flippancy of their actions isn't a negative in and of itself.

The manner in which a character goes about doing something is very much a part of their character. If Quicksilver in the first film had just run in and efficiently taken care of every guard without the music or toying around with the environment, that would convey a very different personality to the audience than the one that was conveyed with the sequence that we got.

Nobody is trying to convince you that Quicksilver is a GOOD character, just that his sequences in both movies are part and parcel OF his character.
