Outside of films like The Departed (which was a shot-for-shot remake of Infernal Affairs) the concept of "ripping off" is flawed, and even then there is artistic merit to entirely remaking a film. With that said, Quentin Tarantino has never actually remade a film. For this reason, the accusation that he's "ripped off Asian cinema" is automatically invalid.
Beyond this, Quentin Tarantino (at the very worst) appropriates aspects of Hong Kong cinema. Note that I specify the particular region, as the general term "Asian Cinema" is far too vague -- and indicative of your ignorance. Japanese, Chinese (mainland and costal), Indonesian and Thai cinema are all distinct, so referring to all four with a single term is stupid.
In addition to this, you can't "rip off" Hong Kong cinema, as the conventions which form the genre originate from no particular film.
