It's not about hating rain, it's about people of certain racial backgrounds being able to handle it better on a biological level. People of northern European decent are biologically adapted to living in low sunlight environments. Light skin allows them to absorb more vitamin d from weak sunlight than those with darker skin. Vitamin D is essentially a hormone and it messes you up mentally if you are deficient in it. This makes Portland a difficult place for those with dark skin to thrive. There are ways of compensating for this but most people don't understand enough about their personal biology so they just call it melancholy and move away or stay while becoming more and more miserable.

what it is is a very modern city that had a really good housing market in 2010. So any 20 something with a bachelors could get a job and buy a house.
now you have californians, utah people, and everyone else coming here becuase its a 20 something reddit mecca, babbys first "big city expierence"
they didn't hear about portland from the show. they heard about it from their friends, or friends of friends, and they decided to move here to start their career as a professional artist.
fast forward to right now.
you have more families moving in, becuase the 20 somethings in the know could tell the ship was starting to sink.
then you have all those failed entrepeneurs who will just try to buy a property and rent it out.
or you have the developers that tear down homes that have been in the neighborhood for 80 years to put up a fucking condo essentially fucking up the aesthtic.
all the chea housing is in the greater city area, becuase, while portland has alot of services for the impoverished, they tend to be localized in certain areas. These guys are pros at gentrification and nobody cares, becuase most of the poeple are just here for 6 months to year working on various art projects out of their studio, or they are going to school.
