I've rewatched Rome 3 times, and binged youtube clips countless times. I haven't rewatched any GoT episode since the 3rd season, and now I mostly only watch it ironically.

A lot of season 2 was lacking (notable exception being the fantastic Brutus/Cassius tragedy). Having said that, Season 1 was phenomenal.
Game of Thrones also had a strong first season, but it's dropped the bar (especially seasons 5/6) so much that it makes Rome Season 2 look flawless by comparison.

I agree. I watched Spartacus on a whim and was immediately unimpressed. I thought the plot was just going to be MoTW type shit, with Spartacus taking on a new enemy each week or some shit, but the story got surprisingly deep and complex as the show went on (relative to what the show is about, anyway).
