Yes,I've read that. I came to a similar conclusion. I just wasn't sure about the meta-humans part because I forgot the "meta-human thesis" scene. But just like he wanted to make superman a tool,but he couldn't so instead he made Doomsday,
so it wouldn't be surprising if he had some experiments going on in the background related to other meta-humans in case they dont do his bidding.
But after,entering the scout ship & accessing Kryptonian archives, I believe he has the knowledge that grants him power
