Is he one of the best written characters ever? Or is it that he had a fantastic actor who played the role perfectly? Or both?

Are you mentally challenged? Everyone knows he isn't the tough guy he mimics. He builds a wall around his emotions and hates to show feeling to his collegues and friends. Everytime something goes wrong he starts drinking and becomes a shut in and depressed.
His rants became tiresome after a few seasons but his character was great.
Kelso was GOAT until he retired then he became some weird muffin guy.
