It's hard to peruse legal actions from one country to the next (a fact a lot of companys take advantage of to ignore regulations they don't like)

And some countrys ISPs also like to protect their customers privacy (or take advantage of the above to save money on legal costs.)
In other words they have the choice of pleasing their customers by "protecting their privacy" by just ignoring the right's holder (saving money), or in the case of dynamic IPs not bothering to keep detailed enough logs (further saving money and making them legally covered by being unable to help).

OR they can dedicate time and money to helping the rights holders and pissing off their customers.

Then the money the rights holders would have to spend to force the issue isn't worth it, especially when you have to factor in that you would have to argue it in another countrys courts, against another large corporations legal team. (Thats another legal team you have to hire, plus accommodation for all your personnel for months) and thats just to get the info on who the pirate is. Then you have to do it again with the pirate. all for ONE offender (especially if the country in question has a plethora of ISPs)


That last bit is why they only really worth it to go after the original uploaders and tracker sites.

First you need to understand how P2P works, which sadly most of you do not. 'don't seed / peerblock' response is inherently flawed, you would know that if you understood how it works.

'I torrented copyright materials for [insert x amount of years] and nothing has happened.'

Although that is true in many cases since third party content creators generally target the ISPs of up-loaders, it grants you absolutely no immunity. If you are in the swarm you can be tracked, your ISP subpoenaed, and sued. The ISP will give you up, do not doubt that.

Most likely they will just send you scare tactic emails if you are a small fish, but regardless... why have exposure when it is easily mitigated.
