I wouldn't agree with that. I think he is an interesting character, it's quite a reflection of a lot of people: we all make mistakes, just like Llewyn Davis does. And non-likability doesn't mean the character isn't interesting. I mean I think there's a reason for us to be invested in this character, he's a sad man who keeps failing. That was quite appealing to me.
There is some character development though. Character development does not only mean "how has this character changed from the beginning to the end of the story", it also means how we get to know this character. In this movie you really go inside Llewyn Davis. We learn about his relations with other people, we learn about his past and we learn about his motives.
Personally, it's my 2nd favorite Coen's movie.

It's a movie about a guy whose heterosexual life partner killed himself and how that basically destroyed his ability to trust or connect to anybody beyond cynicism. The whole point of the thing is that he spends the whole movie avoiding communicating with anyone but himself with his music and it isn't until the finale that he manages to get what's eating him alive out and find some semblance of salvation from his rut. The meme is that it's a circular story, but it's very much about leaving a dark night of the soul. He loses the cat but it finds its way home.
