Excluded for logistical and setting-related issues. The premise is that only mammals evolved to become sapient and civilized. Reptiles and avians are simply not mentioned, though the creators have refrained from explicitly stating whether they are also sapient, unevolved, or simply don't exist; They were stated to be excluded mainly because their presence would've overly complicated the message about tensions between different groups in society; Having a mammals-only society with inner tensions was a simpler and cleaner approach. Logistically, it was also the smarter move. 74 particular species were created and animated for Zootopia, leading to a total of 300 unique characters milling about in the foreground and background; Adding in reptiles and avians would've required creating even more, or cutting down on diversity.
Primates are also excluded, though for a separate reason. Earlier drafts and test screenings included primate characters, and in focus groups, they were always perceived to be the most intelligent characters in their scenes, regardless of context or writing. Presumably because they were too human-like in appearance. It didn't fit with the premise, since the creators wanted a world where the difference between all it's mammal inhabitants were based on their physical qualities, with no implications as to whether one group was markedly more intelligent or civilized than another.
Cats and dogs are also missing, as they're a domesticated species that came into existence through human intervention. Humans don't exist in this setting, ergo, no domesticated species either.
