I'm not saying GRRM is a great writer, but it's not really a fair comparison. He writes popular fiction, which is hard to compare to stuff like Dickens. Besides, that macro compares some of his dumbest lines with some of the best lines in history. You could do the same for any popular novel.
That said, it's not usually about how he writes but what he writes. He's good at building a world but not great at actually describing it. That said, chapters are written from the viewpoints of certain characters. The 'dagger up his butt' line is in line with Tyrion's sense of humor, that's the point.
Martin is not a wordsmith and his writing is fairly mediocre. But he's par for the course rather than 'bad'.
