It's better than most people think, but it isn't one of the top 3 star trek shows.
Honestly it was really refreshing to watch a star fleet crew just sort of bumble their way around the alpha quadrant getting into trouble and starting shit accidentally. I thought bakula made for a good captain, and I really liked the continuity in the show. Like that episode where they hit a romulan mine, and as a result for the next episode they can't operate at full power and have to find a place to get it repaired. Neat.

You can pick it apart based upon your own particular tastes and prejudices, but in reality, it is clear that many viewer complaints about previous shows were purposely, and quite effectively addressed in Enterprise. One of the things that ruined Enterprise was the excessive amount of ads in its initial run which made the story lines very difficult to follow.
They even sped up the playback of the third season by 10%, and sped up the playback of the fourth season by 15% in order to put in even more ads.

The augments arc - hated it, because Data, but it still did a good job covering the Klingon ridge problem.
