If I remember correctly, he almost didn't come back to direct because of legal stuff, then when he did, he said it was going to be 2 parts. Then New Line said they were gona take the appendecies or what ever you call them and make up a new movie for the third movie, and Jackson didn't like that as it would be awful, so he worked with new line to combine that movie into the hobbit 3 parts and also direct it to have a consistent vision. They also pushed onto him the 60fps idea because of how avatar made so much money but he was able to talk them into 45 frames since that would be less likely to give you a head ache in action scenes.
