I believe that policy only applies to video games. Not that I'd ever accuse the Chinese government of having a sensible policy, but I think the idea is that they see video games as being for children, and thus don't want the imagery. Movies may be judged differently, but again, who knows what China will do in any given circumstance.

I played WoW from 2006-2011 and was pretty hyped for this movie when we first got wind that Sam Raimi was gonna be doing it but, I've come to almost hate the Warcraft universe and have no interest in this movie
The problem is that the Warcraft isn't about the story, it's about world building. People enjoy exploring the universe and the ways it feels alive with lore and history. This translates horribly to a medium like film where storytelling the primary focus and world building is secondary.
Warcraft as a movie is fucked from the get go. If you put the universe on display, you're going to confuse the fuck out of general audiences. If you don't, you're going to outrage your build in audience. There is no correct way to make a movie like this. Warcraft should have never been a movie.
