Can someone please enlighten me how come that Vertigo, while was considered a bad film upon release even by Hitchcock himself, with terrible acting and terrible everything, now is praised so much and is number one film in Sight & Sound poll? What actually happened in this 50 years that changed the opinion on this film so much?

Truffaut and his author theory became incredibly influential, and people started looking for deeper meaning in Hitchcock's films - which is one of the aspects that Vertigo is known for (See - Sans Soleil).

That's my guess.

You've got to understand that at the time of the film's release critics and audiences generally considered Hitchcock to be nothing more than a guy who made entertaining, disposable thrillers unworthy of serious analysis. To contemporary audiences Vertigo seemed like a boring and unsatisfying departure from the populist, romantic style they'd come to expect from him. It was only in the subsequent couple of decades that serious critical analysis of Hitchcock entered the mainstream and Vertigo was accordingly reappraised a masterpiece that provides a profound insight into the psyche of the director.
