It showed how far he was willing to go just to make a point. He killed his own assistant without flinching, and he left the piss jar as a jab at Senator Finch just to show that he would get his way, even though it didn't matter because she'd be dead soon.
With no words at all, the scene built more character and conflict into both Superman and Lex than any corny, transparent "I'm here to help you" Speech that Superman could have given (which is what most of the manchildren on /co/ wanted to hear, I guess).
