Then there is also a problem with ratings that have to be maintained to keep a series going, and usually this is why logical conclusions are intentionally avoided. ST has constantly fought with being episodic, verses serialized in which the story progresses.
The transporters are literally killing machines which recreate exact clones at desired destinations. There are errors in logic which happen in long running science fictions mostly because the story outlived the intended reach.
