At the end of the movie Tony is not pulling punches, its primarily about Steven, Tony, and Bucky so thats fine. I agree with what he's saying but the movie simply wasn't going for that and he had different expectations, which he kind of admits. I was immensely satisfied with it, didn't feel the need for everyone to be trying to kill each other or for death to actually happen, the ending fight that the movie is actually about was emotional and deadly and since thats the focus it worked for me.
I also loved everything about Zemo, the complaint that he was "just some guy" is a non issue for me because if you actually know anything about him his costume wouldnt make sense in the current context. The russos said they also wanted his costume but didnt want to do a disservice to the character by just making him a forced final boss battle, and thats for the better of the movie. His character out for revenge, T'chala out for revenge, Tony out for revenge, is a fitting theme. At the core of all that vengeance is Captain America who just wants to do whats right, as he always has.
