Because it's been getting stale since season 4. The season was a clusterfuck. Partly because of Shahi's pregnancy, sure, but even so, shit like that little Samaritan kid was awful, Root's character has become a annoying, she's an obvious writer's pet, there was a whole storyline about Reese having a love interest that clearly had no chemistry whatsoever, they killed it off in like five minutes this season. It's all got too messy to competently come back from.
I love it but I'm glad it's ending, the plot is really exciting and I'd hate to see it getting dragged out for years on end just because it's got good indefinite procedural prospects. It deserves a solid conclusion rather than defeating all the best villains and then ending lamely like Dexter or Supernatural.

The episode wasn't a waste at all. To Sameen it was very real and it gives us a good look at the psychological torment and trauma that she's getting put through. It was like Samaritan's own version of If-Then-Else.
