I've always liked this theory, but there is many problems with just from a logical stand point:
1. Why would Lyanna "Promise me Ned" and then give Howland one of them? If she was dead then Ned gave him one why would the honorable Ned 'break his promise' and give Howland one?
2. Meera isn't an important character at all, there is no way GRRM is like "XD lets make some chick helping Bran a very important character". She is nobody and how has she ever been plot relevent?
3. Besides the age thing there is no proof beside "Magic did this, Ned did this, Howland Reed did this". It's too many memes.
