Speaking technically, he's a fucking genius. He knows where everything is going to be and how to go about it the moment he reads the script. He doesn't dilly-dally, he snaps his fingers and shit gets done.
His scripts tend to be rather bollocks though. I enjoy his movies anyway, I even enjoy his endorsed TV show The Last Ship.

He is amazing at making action films. In terms of technical aspects of his movies, they're at the top. He knows how to direct action and how to engage the crowd in to wanting more. The Rock, Bad Boys and Pain & Gain show his range. He knows he is a capable Director.
Now, I hate him though. Because instead of giving us amazing action blockbusters he has settle with just appealing to the chinese box office. Making CGI filled movies with little plot. He knows he can make hundreds of millions that way. That's why I hate him, he has the talent but chooses to make easy shit that can get him more money.
