thats exactly how bullet proof vests work
you can stab someone in a kevlar vest if you do it slow enough. and even some weaves of kevlar wont stop knives at all. most stab/bullet vests are actually 2 layers, one for bullets and one for knives.
the vibranium in MCU works basically the same, it would appear. absorbs huge forces, gets knocked around by small ones. hence thor/bullets being stopped but low velocity/energy projectiles like 40mm grenades knock it around.
