The enjoyment of a show is subjective, but i disagree. Tennant's stories were comfy and fun (mostly), and appealed to a mass audience.

The problem with the Moffat era is the quippy, unrealistic dialogue which is borderline cringe to listen to. As well as that, the Moffat era is full of stupidly contrived and overly convoluted plotlines which the casual viewer (the main target demographic) do not give a fuck about.

RTD could write people well. Moffat can't. His characters are too perfect and sassy. Moffat, however, is arguably the 'ideas' man, and is superior to RTD in that regard - he can come up with a good story.

Doctor Who was never about people. It's about a fucking alien who travels in time and space. That's what I hated the most about RTD: he tried to make Doctor Who something it's not meant to be (i.e. Buffy). That's too reductive and doesn't explain the problem with RTD at all.

The concept of Doctor Who and his granddaughter Susan flying around in a box was never something abstracted from the humanity of the characters and prized for its own sake. We are carried through the opening episodes by Barbara and Ian. We like the Doctor because on some level he is also a person.
There is something to be said for how committed the early years were to just putting strange and unfamiliar images on the telly box, but we don't watch the show for special effect whizzbangs. It shines the most in scenes where well-written characters are talking to each other (or to themselves). Travelling in time and space is important because it allows the Doctor to meet new kinds of people in different situations.

At the end of the day there is no getting around the ideological stance adopted by most Who writers post-Cornell, rooted in the Ace era, that the cataclysmic and weird events happening on the sci-fi plane can be a uniquely special means to explore the human condition, rather than existing for their own spectacle. Anyone who wishes stories to exist separately from people will find the last 25 years of Doctor Who writing to be a failed project. Moffat is in this camp as much as RTD (and it's always a funny claim that 'RTD writes people, Moff doesn't' when you compare Martha to Clara).

The difference is that, in making the culturally ingenious move to crash Doctor Who into a soap, RTD inherited some of the genre's cynicisms. Quite often the show coasts on the (reliable) assumption the audience will look past the crapness of its aesthetics and characters and love it anyway. It gets over-familiar in a way that undercuts the potential of the series to be challenging and strange. I would love the family drama in RTD's run if it was done with half the commitment of the best VNAs, but alas.
