That's because Russos get Captain's personality well, but kinda don't do the other characters enough justice. Civil War has a great Cap but a meh Iron Man with pretty forced motivations. Despite everything it's still worth a watch.

But you got the bottom 3 spot on.
Thor 2 was a virgin nerdgasm cranked up to 11. Just one giant green screen of quips and antagonists we don't care about that will literally never be mentioned again. It exists solely because phase 2 needed a Thor quota.
Iron Man 3 is the TDKR of the MCU. There's actually a lot of parallels. And like TDKR, it tries to do so much while also slipping a blatantly forced political subplot in our face and fails miserably at all of it. There's no consequence, no suspense, and the one thing everybody wants to see, Iron Man, is hardly in the movie. Just 2 hours of Tony Stark Quipping then girl power saves the day. I actually don't care about the Mandarin thing, but if you're going to pull that card, you better back it up, and Guy Pierce doesn't come close. Very bad movie.
Age of Ultron is one of the most offensive things I've ever watched. It's literally a 2.5 hour advertisement for 6 other movies, some years away and one which isn't even going to happen now.

Civil WAR is not a bad movie, but it's nowhere near great either.
The action scenes are fun to watch and it's nice to see a capeshit film that doesn't end with a city getting destroyed.
That being said, the film has absolutely ZERO Co sequence. We're at the same place at the end that we were at the beginning. It just feels like more filler, and it certainly doesn't deserve the mantel of civil war.

I appreciate what they tried to do with Iron Man, but it just felt off. His whole intro scene about him dealing with the guilt of what happened in AoU gave me some hopes, but then the shit in the airport fight showed this really obtuse transition between his serious and snarky sides, which didn't work at all. Airport fight in general felt like Whedon told Russos to take a break and let him work his magic instead.I felt pity for Tony when he started talking about Cap's shield. It just showed that despite his quips and apparent fame and wealth, he was still broken inside. He spent millions perfecting that machine at the start of the film to make peace with his past mistakes, but his life just keeps getting even more fucked. I don't justify him for trying to kill Bucky, but there's more to him than what most shitposters think here.

Many of the complaints made at Hulk 2003 could be made for the the Incredible Hulk. Video game graphics and lack of engaging action scenes.
Ang Lee tried to give psychological weight to the Hulk, the other was just a false start for a new franchise.

They blew their load with major storyline too early and also made the mistake of making Infinity Gauntlet the final boss. This has resulted in too many half assed rushed storyline that could have been treated much better. The Mandarin and Ultron were wasted, and Spidey's intro was forced as fuck. I realize there are legal reasons keeping the Hulk movies from being made, but I find it hard to believe a deal isn't capable of being made with universal.
My set up would allow for a strict 6 movies per Phase with Avengers at the end of each one. In phase 3, after the fall of Thanos, then you can have civil war with all the characters you have spent 4 phases building up only to pit them against each other instead of forcing it all into a captain America sequel that goes nowhere.

The best part about this set up is it allows for a phase 5 if they really want it. Have cap bite the bullet like in the comics, imprison his team, and leave space for new Heroes under a new era where the government has control. Then you can have your doctor strange and Captain Marvel and what not. Plus there's room for more spiderman movies to be made. He has a lot of villains. I wouldn't even mind seeing a final iron man 4 where an older grizzled Tony makes a return to crime fighting for a final stand.
Plus a nice overarching plot device could be that the government regulation actually worked as intended and the global catastrophes are largely prevented. This would allow for more personal movies where the villain isn't always saving the world at the end of every movie.
