I am pretty sure he has some multiple personality disorder or maybe a compulsive liar. His personality changes to fit the narrative. In one episode he says that he is the only successful male from his family because of Lois, all his male relatives became loners that worked at oil rigs and similar. In another episode we meet his family and they are millionaires, in one of the first episodes they go to a wedding for his side of the relatives and they come up with the "Lois common denominator" offscreen.
In one episode Hal is shown to have been a real delinquent that Lois had to tame and that personality surfaces whenever she goes away for some time, then in other episodes he is a real wuss that is afraid of clowns and stuff and in other episodes an alpha male.
