I think that depends on the idea and the focus you'd like to take. Something like The Blair Witch Project, at least for me, is a perfect conclusion that's both not really visceral as well as totally terrifying by the implication. Something else like Paranormal Activity is more in service of furthering the sequels, or if you leave it at one, delivering one final intense bit of shock with a definitive yet still creepily open ending.

It really hinges on the story, I think. I have had a vast number of halfway decent ideas that kind of leave me because it's so hard to find a satisfying enough ending without a cop out or something that feels like a cop out.

If your film is about slow building tension, don't have a sudden action packed, bombastic ending. It never gels with the tone that the earlier parts of the film established and always feels silly. End with a whimper, not with a bang.

It's meant to look terrible, Noroi and Shiroi utilized a mockumentary style that is influenced by Japanese spoop hunting tv series. Might want to check out the Honto Ni Atta Noroi no Video series if you want to get a full appreciation for the reasoning of the terrible effects.
You'll still think it's shitty even with the history under your belt, though. But there are instances where they're really able to drive a true sensation of dread into with some of the vignettes, which promptly gets killed due to the replay, replay in slow mo, frame pausing that is required.

His films Occult and Cult have a cleaner look, but the CG is still cringe worthy. Well worth a look into them simply for the fact that underlying the two films is an inter-dimensional jihad between ancient beings of great power and whose will is beyond our reckoning.

If you want to see what Koji Shiraishi is capable of when he's given an actual effects budget, check out A Record of Sweet Murder. It's a joint Japanese-Korean film, so unfortunately it will never have subtitles.

To me a good found footage film should follow Blair Witch example. Rely more on psychological terror rather than relying on shit like ghosts, zombies, gore, or jump scares. No CGI or overuse of special effects. The simpler, the better.

Since my family used to film a bunch of home videos on VHS's tapes I was always intrigued by the idea of finding strange stuff that is just in the realm of 'could happen' but just strange enough to creep you out. Like just showing bits and pieces from when the camera was filming while having some continuing story going on. Bonus points for quick flashes of taped over mundane stuff.

As for how it ends, it doesn't have to be as drastic people dying or revealing some supernatural creature. Since ghosts and aliens don't actually exist just avoid stuff that, it automatically kills the suspension of disbelief. Though some places might just have a creepy haunted atmosphere because of their history. The closer it is to reality the scarier it is.

Nowadays I feel like youtube would be a better platform for the found footage genre if you want to maintain a sense of realism. There are lots of weird videos on youtube that creep me out more than any movie since there is the off chance they are genuine.

Although if you had some good talent behind it and didn't go too overboard you could probably put together something pretty amazing. Especially if multiple channels are involved. Despite me being really into this idea, I've never seen it done just right. Most videos turn out to be shitty ARGs.

I think we should actually just go back to the etymology of the word; it appears to imply a scare that involves a "jump." It involves physically moving as a result of a sudden scare. If I am slightly startled, but don't jump, I wouldn't consider that scare a jumpscare.

Establish a believable frame for the film: locations, people and the history of the events should feel real. Have characters people will actually care about, it's better to have 2 well written people than to have a dozen cardboard cutouts. No jumpscares as a general rule, use them sparingly in a believable set-up. Camera movement has to be realistic, no character seeing through the lens and has no peripheral vision bullshit. Make the movie build up slowly and pick up very fast in the final sequence (good idea for horror in general), and if you can't come up with an explosive finale, go for something subdued; your characters don't even have to disappear (the way Lovecraft handles his endings should be a good reference for this, something like the Colour out of Space can be made into a great FF film for example).
And also, have the central piece of your plot be something else than DUDE DEMONS ARE KILLIN PPL LMAO.

I don't think anything compares, but that is only because there was only one shot at something like that in that time and environment, we have yet to find a way to recreate that with this new age. It's of it's time, so it's untouchable. I would argue maybe Paranormal Activity, that was the only more recent one that stood out in a broad way until they beat it to death. Blair is still better.
