The director claimed the movie was a commentary of how he viewed life in Serbia, but that's a load of crap. This was also claimed after the backlash the movie received.

There's no deeper meaning to it. The director has made claims it has, but he basically made it to shock people and piss off Serbian film studios.
That said, it's actually a pretty decently directed film on a technical level. I think that's why some people assume it has some deeper value or message than it actually does.

The movie was born out of inferiority complex, then peddled to the western audience. It might as well be based around remove kebab meme - a mishmash of foreign influences slapped together in a way that's completely devoid of humor. It's grindhouse that's bereft of fun, and therefore a very hipster movie, lacking its own voice.
