War Machines suit is a downgrade from Iron Man in every single way.
Falcon has greater mobility and maneuverability in the air than pretty much anyone on the teams and has actual combat ability outside of shooting bullets from guns.

Rhodey is an absolute by the book yes man. He's a clinical thinker and a pragmatist. All about acceptable minimal casualties and optimal outcomes. He feels situations need to be controlled to avoid escalation.
Sam is more down to earth. He's a more emotional thinker who's much more in tune with the cost of thinking like Rhodey. He cares about people he's never met on a personal level. He would do anything for a friend or for what he believes is right.
Whereas war machine would do the Wrong thing, even betray a friend, if ordered to.
