The first half of Season 1, is sorta slow and a bit dull. But once it picks up after that its a great show all the way till Season 2 ends. Season 3 was where the decline started to happen. Ray got introduced, the Olicity angle was becoming more predominant. Ra's was a weak villain, not as weak as Damian was on Season 4 though. Then we had Ray, Felicity and Oliver love triangles taking up most of the episodes in Season 3.
Honestly, I dropped Season 4 after Black Canary got killed. They toned down her character, actually had her kicking ass and she got done with her Oliver love and sister plotlines. Then they kill her off.
I'm honestly sticking with The Flash right now, but even that it seems will go down the shitter once Wally West starts doing his speedster shit. It honestly is looking like a decline for both shows right now more prominent in Arrow since 4 Seasons in. CW will probably keep pandering and milking both shows for their tumblr audiences till its a dry husk like Supernatural.
