This is actually a rather good scene. It subtly hints at the dramatic shifts in society that has led to the fascist authoritarian military state. Gender and differing sex is just irrelevant when you are fighting bugs.
Also, Verhoeven even directed it in the nude to make sure the actors were comfortable and that is was a needed non exploitative scene. I can't think of any other director who would go to that length.
