I'm typing this in a recently-renovated rowhouse in Remington, a now-gentrifying blue collar neighborhood in Baltimore. The towers/low rises from Season 1 are barely more than a mile from my house.
Baltimore got to be where it is today because politicians and businessmen cared more about lining their own pockets than helping to maintain a strong working class. As was shown with Nicky and Ziggy, the criminality and broken families comes pretty quickly when the blue-collar work goes away and leaves a city with a huge low-IQ population with nothing better to do and nothing to live for.
Season 2 is basically a "prequel within a show" about why Baltimore is so fucked up in the first place, and it's the best/most important season in the show for that reason.

I think people who liked Season 2 above the rest just don't like niggers or can't relate to them for some reason. Storytelling-wise, S2 was one of the weaker ones. It just happened to be the season that focused on white people in Baltimore.
