But at the same time, even if the Red Army would have torched Moscow, having such a centralized government like the USSR had on the run would have probably meant that they wouldn't have been able to organize their mobilization as effective since the Red Army HQ and the NKVD HQ would have been sacked and communication in such a large country with the Government on the run would have been difficult at best.
