Every single character was almost entirely devoid of any development or, funnily enough, any character. The central conflict was just downright lazy and barely extended beyond "DA CARTEL", which would be fine if it had bothered to flesh things out a bit more. The pacing was absolute dog shit as well, literally nothing happened until the last 15 minutes. I get that the unseen elements are supposed to be the crux of why this movie is what it is, but it just doesn't work.

It has both of these. You probably didn't like it because it was a found-footage movie. The entire point of a found-footage movie is to be as immersive as possible. The plot was simple because it's next to impossible to make a found-footage movie story intricate. The only way I've seen it done is when characters literally explain everything in big chunks of dialogue.
