I think a lot of it comes down to editing and aesthetic. The homemade VHS copy texture, freeze frames at the ugliest possible time, believable public access format. Tim and Eric, and Eric Andre have the format of comedy down.
A lot of Green's stuff was straightforwardly shot and edited. Everything felt early 2000s, like they had the concept for the humor, but didn't have a stylistic format to release it in. Underdeveloped is a good way to describe it I think.

I would classify it as absurdism, the "random stuff" is usually a direct subversion of expectations set up by the "genre" of talkshows, or things they do in the show to set up and subvert expectations. There are straight up jokes, and hannibal plays a quasi-straight man so it works on a more traditional level then something like tim and eric
