How come the first Terminator tended to intimidate, strongarm or ignore people around him, only resorting to lethal force if he was confronted, but the second Terminator basically just butchers every single person he meets?

The t-1000 seemed much less intelligent.
The T-800 was an infiltrator, so a large part of his effectiveness depending on not being noticed and not drawing unwanted attention by killing someone.
The T-1000 didn't care, because it could just take on the form of any person, so his success did not depend on whether or not he ended up being pursued by authorities.
