More people saved does not = more heroic.
A stoic asshole saving people by proxy is not more heroic than a common man risking his life to save someone from a mugging.
This is all the more important in film. The scene is good. But supes saving 6 billion people doesn't make it inherently more heroic. Heroicism is all in risk and bravery and payoff. A person ready to risk his life for one other person is more heroic than one who risks it for 6 000 000

There's more weight than that.
He spent all his life questioning his place in this world, which he initially fears will reject him. Throughout his life he has been rejected by people, but at the same time here and there he has found glimmers of hope that these people are worth it.
When he's presented with the choice of saving HIS own people or mankind, he doesn't hesitate, taking a leap of faith in them, at the expense of Krypton's future.
