Of course it isn't. Surrealism took time to filter through to television. While something like Q... paved the way it couldn't ramp everything up to the level of artistic and literary precursors like Duchamp because it still had to be marketable product rather than fringe art. Similarly Monty Python was made in a time when transvestitism was still seen as absurd. It's not until you hit the 90s that surrealism in television comedy really takes flight.

it's why American humour often falls so flat, because they expect people to laugh at the idea without giving a presentation of it that is actually funny
there are exceptions of course, Airplane! and Mel Brooks' films are some of the absolutely funniest shit and it's all about the presentation. A good comedian could make nearly anything into something funny.
