the guys got obviously a lot of love for cars but the main appeal is the humor (at least 50% of the show is just crazy shit that has nothing to do with car-reviews) and the banter between the guys is usually the high-point on that.

But they take all of that out of the picture and just do brass tacks number crunching. If the numbers seem good then they will go with it regardless of who is on it. Endless cars means endless supply of show material.
I don't think the BBC care enough about any notion of maintaining a standard for themselves to throw out cash at this point.
