It's good fun, just the over the top cartoonish fluidity and motion of the characters is entertaining.
I remember somebody posted a great analysis years ago. There's a lot of detail to pick up on.

Ponyo is a pretty good kid flick, but it's pales in comparison to his other stuff like Mononoke or Spirited Away, that's why people tend to say that it's "bad" because they were expecnting Spirited Away 2.0 and it didn't deliver.
But I liked it, it has some good moments.
