Already seen GitS, Akira, Sword of the Stranger, Redline, Batman: Gotham Knight, Highlander Search for Vengeance, no DBZ movies please, or anything that belongs in a set universe that needs further watching, the more self contained the better.

Riding Bean should definitely be seen. Well, it's an OVA but I guess it makes no difference. It's probably the closest thing to an American action movie in anime.

Kara no kyoukai movie series. Skip the one with the sister at curch school (6th?) and the epilogues. Finish with mirai fukuin. Movies get progressively better with 5 being best, so don't fret if you're not into it from the getgo.

It's not action but Princess Kaguya exists.
You're Under Arrest has got some action going on, mostly of the vehicular variety. I don't remember how self-contained the movie was in terms of bringing the viewer up to speed, but there's no plot to the series so it's probably ok. The four part OVA could be watched before that.
