You're entitled to your opinion, I guess, but the Massacre was my first recon and I really enjoyed it. From the audio alone, it just exudes an atmosphere of doom and darkness. The acting is superb, the sets are well-designed and its incredibly unique - DW hasn't done something like it since.
I'm not sure any showrunner but Wiles would've commissioned it to be honest - it's a story about senseless death where the Doctor and Steven "lose" completely. Not a single life is saved, and none of the "bad guys" are defeated.

After End of Time I was hoping the next Time War story would reveal that he wasn't the original Rassilon and that during the war Rassilon became a title, like Caesar. I don't really care about that much now but I hope they at least tried to get Dalton for Hell Bent. That scene would have been so much more impactful if they had. The last time we saw him everybody was scared of him and were doing everything he said, to see them all turn on him and disobey him and Dalton have to run away with his tail between his legs would've been good. Instead of some old manlet that we barely even had enough time to accept as Rassilon.

It's very weird how Moffat came up with two iconic monsters and then never really utilised either that well. Blink is obviously the quintessential Angel episode, and I think you could argue that it's really the only angel story you can tell. But they both have a lot of potential I think. Part of Doctor Who's problem is that it generalises its own alien races. The only race that should be all evil is the Daleks, and even they are allowed to have conflicted factions. There should be more of a focus on individuals.

You're right, I guess it is kind of a paradox. Most of the evil alien races in Doctor Who represent some sort of collectivism so it makes sense for them to be sort of uniform. The way I see it killing the Doctor is sort of the main item on their agenda but ruling people from the shadows is their default way of life, so they'd be down for biding their time ruling Earth for a few thousand years as well. It's not like 2011 is going anywhere. And we don't know how long they live, so maybe it isn't even that long a time to them. The fact that they're all priests and appear male suggests that the Silence only lasted one generation, but now I'm getting dangerously far into headcanon.

The problem Disney ran into with Star Wars is that a lot of the EU was set after the original trilogy, which is the exact territory they needed to expand into with their movies. Doctor Who doesn't have that problem. Doctor Who's EU is mostly set in the show's past.

Those aren't really ideas that you can use again. The gas mask was specific to that time and story. You can hardly have another nanomachine pod land on and kill someone wearing a gas mask and then have them assume the population all look like that. The vashta nerada have a bit more wiggle room but not much. They worked well because of the combination with the spacesuits' little personality blackbox things. You'd have to contrive another situation like that to use them again.

River is a special case to start with, given that all the major events in her timeline had already been covered in the show. And that was when Moffat had already basically written her out of the show, as Husbands was her last episode.
When Gary Russell wanted to write a 12/River novel between Series 8 and Series 9, Moffat said no because it might contradict a future episode with those two characters. This case is more similar to the one we're talking about.

I'm pretty sure tie-in media are forced to remain consistent with the show, at least the New Series ones.
Still, it seems like that comic story will feature some heavy time manipulation, so maybe there will be a big reset button at the end to bring Rassilon back to post-Hell Bent conditions. That's the only way I think it could work if Rassilon is in S10.
