Tolkien only describes him in very vague terms. I a letter he described him as being human-like, of very great height but not quite a giant. In LotR it's briefly mentioned that his hand (the only physical part of him described) was blackened and burned, and it's mentioned that his body let off great heat.
So, I'm guessing around ten-feet tall with burned and blackened skin, dressed like a mighty lord, and maybe with eyes like the ones represented on his standard. The power of his eyes (they're said to be terrifying to look upon) is attested to elsewhere in the books, though how they look is never described.

In Tolkien's universe maiar (Sauron is a maiar) and Valar are spirits that can manifest in a physical form.
Spirits filled with hate against Eru's (god) creations (everyone who sides with Melkor) can will manifest as evil looking, but with the ability to change themselves to fair looking. But as they as their hatred grows, they will eventually loose their ability to hide their terrible form and will be stuck as terrible looking.
Sauron originally looked mighty and strong, but his stature during the third age was slightly mightier than men.
